JournalofPrivateEnterpriseMale-FemaleLifeExpectancyandEconomicFreedomJ.WilsonMixon,Jr.GaryH.RosemanBerryCollegeSincetheadventoftheIndustrialRevolution,deathrateshavebeendeclininginindustrializedcountries.Duringthe20thcentury,thismortalitydeclinespreadworldwide.Since1950,forexample,lifeexpectancyrosefrom67yearstojustover80yearsintheworld=smoredevelopedcountries.Atthesametime,theincreaseinlessdevelopedcountrieswasfrom37to68years(Lomborg,2001,52).Longevityhasobviousattractionsasameasureofwell-being:ATotheextentthatlifeexpectancyisasummaryofpeople=shealthconditions,itisanotherdimensionofindividualwelfare,independentofincomeandcomparableto,buteasiertoevaluatethanothernon-incomedimensionslikesafety,freedom,oraccesstojusticeoreducation@(BourguignonandMorrisson,2002,741).Animportantaddedadvantageforlongevityasameasureofwelfareisthat,aloneamongcommonmeasures,separatedataonthisaspectofwell-beingareavailableforeachsex.11TheUNDP=sGenderDevelopmentIndex(GDI):measuresAachievementsinthesamedimensionsandusingthesameindicatorsastheHDI[HumanDevelopmentIndex],butcapturesinequalitiesinachievementbetweenwomenandmen.ItissimplytheHDIadjusteddownwardforgenderinequality@(2002,49).Suchanindexsuffersfromsubjectivitythatwouldrendersuspectanyestimatedrelationshipsbasedonit.Forthe163countriesforwhichGDImeasuresareavailable,thecoefficientofcorrelationbetweenGDIandlifeexpectancyis0.90.Incomeasameasureofwelfareisappealingbecauseitiseasytoobtain,evenonahouseholdlevel.However,consumptionwithinthehouseholdishardtomeasure(Lazear,1989,pp.5-6).1
