LaborMarketReformintheUnitedKingdom:FromThatchertoBlairJohnT.AddisonUniversityofSouthCarolinaandUniversityBirmingham(U.K.)W.StanleySiebertUniversityofBirmingham(U.K.)TheUnitedKingdom=slabormarketreformexperience,broadlydefined,hasattractedconsiderableattentionintheUnitedStatesforthemainreasonthatitistheEuropeancounterfactual,havinggoneinanoppositedirectionfromotherEuropeanUnion(EU)memberstatesformostofthepasttwodecades.1ItisclosertotheUnitedStatesthananyotherEuropancountry,havingfollowedthederegulatorypathbeguninthatnation.Americans,longaccustomedtoseeingEurope=sproblemsaslargelybroughtaboutbylabormarketrigidities,oftenlookbeyondtheirownexperiencetotheU.K.foradditionalconfirmationofthebenefitsoflabormarketflexibilityandderegulation.Crudelyput,inthetransformationofBritainfromthesickmanofEuropetoavibranteconomy,theyhavebeenthatconfirmation.Evenifthingsareneverthatsimpleinpractice,thefactthatNewLabourwastomovecautiouslyaftertakingpowerin1997hintsthatsomethingwasradicallywrongintheBritainofthe1970sandthatmanyoftheThatcherreformshad,howevergrudgingly,gainedwidespreadacceptance.Inthispaper,weprovideareviewoftheboardlabormarketreformsinstitutedinBritainintheThatcherandimmediatepost-Thatcheryears,distinguishingbetweenlaborlawreformsandtherest.Astrongcaveatisthenenteredinrespecttorecentinitiatives1AsecondarybutnonethelessimportantreasonforU.S.interestintheBritishmodelisthepartialprivatizationofthestatepensionscheme.Informationontheseinnovationsisavailablefromtheauthorsonrequest.1
