EconomicFreedom,GlobalizationandHumanRights:CanWeHaveItAll?WesleyT.MilnerUniversityofEvansvilleOverthelasttwentyyearsandespeciallywiththeendoftheColdWar,theworldhasexperiencedarapidevolutiontoamoreinterdependenteconomy.Further,thisglobalizationhasfilteredintothepoliticalarenaatboththedomesticandinternationallevels.Thesedevelopmentshaveprovidedanenvironmentwherethedomestichumanrightspracticesofstatescanbemorecloselyscrutinized.Overthelastfifteenortwentyyears,humanrightspractices(intheaggregate)haveindeedimproved.Havingsaidthat,oneneednotlookfartofindegregioussituationsthatstillexist.Also,thistrendtowardgreaterhumanrightsprovisionhasnotfollowedadirectpath.IntheimmediateaftermathoftheColdWar,numerouscountriesironicallyexperiencedanupsurgeinhumanrightsabuses(Milner,Poe,andLeblang1999).Whiletherehasbeenmuchscholarlyandmediaattentiononhumanrights,itwouldbeinaccuratetostatethattherehasbeenconsensusonthenatureandextentofhumanrights.Indeed,therehasbeenaglaringlackofagreementastowhathumanrightsareandhowthedisciplineshouldaccuratelymeasurerightsrelatedconcepts.OneofthemostwidelyacceptedframeworksofAbasicrights@isofferedbyShue(1980),whoarguesthatthereareatleastthreebasicrights:security,subsistence,andliberty.Indeed,theseareincorporatedinthecoreU.N.treatiesandcovenantsthatprovideacomplexarrayofrights.Ultimately,themostpolicy-relevantissuewithwhichIamconcernedisdeterminingwhatmakessomeregimespromotehumanrightswhileothersdonot.Thisisanespeciallyimportantobjectivesincewecanonlyprovideintelligentprescriptionstoinsurehumanrightsconditionsifweasscholarscanadequatelyexplainhumanrightsvariations.Tothisend,Ibuildupontheexistingtheoreticalandempiricalresearchtodevelopamultivariatemodelthatattempts
