JournalofPrivateEnterpriseMarketApproachestoImmigrationRestrictionsRichardVedderandLowellGallawayOhioUniversityTherecenthistoryoftheUnitedStateshasbeenmarkedbywhatseemstobeanincreaseinconcernsaboutimmigration.AnexampleisaverysharpbitofrhetoricprovidedbyPeterBrimelowinhisbookAlienNation(1995,xv),wherehetalksofAarenewedmassmigration,sohugeandsosystematicallydifferentfromanythingthathadgonebeforeastotransformCand,ultimately,perhaps,eventodestroyC...theAmericannation.@Apartfromitstone,thisremarkbetraysalackofunderstandingofthehistoryofAmericanimmigration.WhatBrimelowignoresareatleasttwoothermassmigrationsthatwereofsubstantiallylargermagnitudewhenmeasuredasafractionoftheresidentpopulation.First,therewasthefloodofIrishandGermanimmigrantsinthethirtyyearsprecedingtheAmericanCivilWar.Theannualinfluxofaliensinthisperiodattimesreachedalevelequaltoonepercentoftheresidentpopulation,twotothreetimesthecurrentvolumeofimmigration.And,itwasnotwellreceived.Manycritics,includingSamuelF.B.Morse,frettedabouttheimpactofimmigration.Infact,Morsetitledhis1835broadside,ImminentDangerstotheFreeInstitutionsoftheUnitedStatesthroughForeignImmigration.Apparently,MorsesawtheimmigrantsofthattimethroughthesamelensthatBrimelowemploysinexaminingcontemporaryimmigrationtotheUnitedStates.AmajorcomplaintabouttheIrishandGermansettlersofthiserawasthattheywerenotofthesameAgoodstock@aspreviousimmigrants(whowerepredominantlyEnglish).Sixtyyearslater,1
