JournalofPrivateEnterpriseM.B.A.AdamsMediaCorporation.Welfare:AMagnetforMigrationorNot?KenSchoollandHawaiiPacificUniversityPeopleholdcontrastingopinionsofimmigrants.SomepeopleareconcernedthatimmigrantswillcometoAmericatotakeadvantageofgenerouswelfarebenefits.Othersmoresympathetictoimmigrantsseethemasenergeticpeoplewhoarelikelytoworkhard,toopentheirownbusinesses,andtoremainindependentofpublicsupport.Isitcorrecttosupposethatthereisanassociationofinmigrationandthegenerosityofwelfare?Ifpeoplemoveinordertoqualifyforgenerouswelfarebenefits,thenonemightexpecttoseemigrationpatternsofnativeandforeignbornpeopleinAmericamovingintostateswithhighwelfarebenefitsandwayfromstateswithlowwelfarebenefits.Evidencepresentedheredoesnotsupportthisconclusion.Itwouldappearthatthecorrelationofin-migrationandgenerouswelfarebenefitsisnegativeratherthanpositive.Highwelfarecorrelateswithout-migrationTakeHawaii,forexample.AccordingtoMichaelTannerandStephenMooreoftheCATOInstitute(Moore),thesixbasicwelfarebenefitsinHawaii(6amongapossible77welfareprograms)couldhaveprovidedamotherandtwochildrenwiththeequivalentofapre-taxincomeof$36,000orawageof$17.50anhour,thehighestbenefitsinthenation.This,however,isnotassociatedwithnetdomesticin-migrationtoHawaii.AccordingtorecentdatafromtheU.S.CensusBureauforthedecadeofthe1990's,Hawaiiexperiencednetdomesticout-migrationtootherstatesofboththenativebornandtheforeignbornpopulation.
