Hayek=sSlipperySlopeIsThereaThirdWay?DavidL.Shapiro1MesaCommunityCollegeTheinterestinFriedrichHayek=sfamousbook,TheRoadtoSerfdom(Hayek,1944),writtenintheearly1940=shaswaxedandwanedovertheinterveningyears.Recently,however,therehasbeenadecidedrenaissanceofinterestinthebook.ThisinterestisbynomeansconfinedtothiscountryandtoWesternEuropebuthasmanifesteditselfincountriesasdiverseasChinaandRussia.Thereisstillcontroversy,however,bothoverthemessageofSerfdomanditsapplicabilitytocurrentevents.ManycriticshavechargedthatthemessageofSerfdomwasthattotalitarianismwouldbetheinevitableconsequenceofinterferencesintothemarketsystem.Hayek,later,deniedthisandrespondedthattheargumentofthebookwasthatunlesswemendtheprinciplesofourpolicysomeveryunpleasantconsequenceswillfollow,whichmostofthosewhoadvocatethosepoliciesdonotwant.TheunpleasantconsequencesofwhichHayekspeakscameundertheheadingofsocialism.HayekoriginallyrailedagainstthesocialismthatheencounteredinhisnativeAustriaandinWesternEurope.Thiswas,moreorless,classicalsocialism,whereinthestateownedthemeansofproductionandallocatedtheresourcesaccordingtothedictateofbureaucraticofficials.Thearbitrarinessofthisprocedurewasobscuredormaskedbythenotionthatthisallocationtookplaceaccordingtoaplan.Bureaucraticofficials,ofcourse,formulatedtheAplan.@InlaterwritingsHayekreformulatedthedefinitionofsocialism,arguingthatsocialismhascometomeantheextensiveredistributionofincomesthroughtaxation,andintheinstitutionof1ThehelpfuleditorialcommentsandsuggestionsofLambrosHatzilambrou.RonaldW.Meyer,andCarylShapiroareacknowledgedwithgratitude.
