APreliminaryAnalysisofCampaignContributionsinFlorida=sLegislativeandJudicialElectionsTimothyM.ShaughnessyLouisianaStateUniversity,ShreveportThereisalargebodyofresearchthathasbeenconductedontheeconomicsofpoliticalcampaigns.Therelevantquestionsoftenaskedincludehowimportantarecampaigncontributionstodeterminingelectionoutcomes;howsignificantisincumbencyinelicitingcontributionsordeterminingoutcomes;howinfluentialcontributorsareindeterminingtheactionsandvotesofanelectedcandidate;andwhatfactorsdeterminewhether,howmuch,andtowhichcandidateacontributordonatesmoney.Mostofthisresearchisconductedinthefieldofpoliticalscience,thoughpublicchoicetheoristshaveresearchedsimilartopicswiththetoolsofeconomics.Mostoftheresearchoncampaigncontributionsconcernstheelectionsoflegislators;however,candidatesalsorunforjudicialoffice,andseekcampaigncontributionsintheprocess.Thispapertakesafirststepinexaminingcampaigncontributionstobothtypesofcandidates.TheDivisionofElectionsattheFloridaDepartmentofStatemaintainsanonlinedatabaseofbothcontributionstoandexpendituresofpoliticalcampaignsforallfederalandstateelectionsfrom1996onwards.Thecontributionsdatalistsdetailedinformationoneachinstanceamonetaryorin-kindcontributionwasmadetoacandidate=scampaign.Asidefromlegislativeraces,thedatabasealsoincludesinformationfromjudicialraces,andthusisagoodsourceofdatawithwhichtotesthypothesesconcerningthedeterminantsofcontributionstolegislativeversusjudicialcampaigns.Further,thedatabaseincludesinformationonallcandidates,i.e.bothwinningandlosingcandidates,andwecanthusanalyzepossiblecharacteristicsofcontributorstowinningversuslosingcampaignsandalsoavoidanyselectionbiasbyexaminingonlyvictoriouscandidates.Thepaperisorganizedasfollows:sectiontwopresentsabriefliteraturereviewofarticlesoncampaigncontributionsandpublicchoiceaspectsofthejudiciaryfromboththeeconomicsand
