ActiveLaborMarketPoliciesandMeasuredUnemploymentinEuropeEdwardBierhanzlFloridaA&MUniversityWiththeunemploymentrateintheEuropeanUnionnear10percentandtherateinseveralEUcountriesinthedoubledigits,theneedtocombatunemploymentoftentakescenterstageinpolicycirclesthroughoutthecontinent.Unfortunately,aswithmanyotherpolicyissues,attemptstoaddressthisparticularproblemfocusmoreonpoliticalgoalsthaneconomicones.TheEuropeanunemploymentproblemandtheAeurosclerocis@thatplaguessomanycountriesareinextricablylinkedtothewaythatEuropeangovernmentstreatunemployment.Recentworkhasshownthatheavyhandedlabormarketregulationcanhaveseriouslydeleteriouseffectsonbothacountry=sunemploymentrateandthedurationofunemployment(BierhanzlandGwartney,1999).Furthermore,becauseofthelengthstowhichgovernmentinterventionsdistortthelabormarket,themeasurementitselfoftheunemploymentratemaybesuspect.InmanyEuropeancountriesthevarioustraining,publicsectoremploymentsubsidizedemployment,andearlyretirementprogramsthatareoftenlumpedtogetherundertheheadingofActiveLaborMarketPolicies(ALMPs)leadtoasignificantunderstatementoftheunemploymentrate.Thisisparticularlysignificant,asmanyEuropeancountries,bothtransitionaleconomiesandestablishedeconomies,havebeguntorelymoreheavilyonActiveLaborMarketPoliciesintheirunemploymentstrategies.ActivelabormarketpoliciesALMPsareAactive@inthesensethattheyinvolveparticipationbybothrecipientsandgovernmentalagencies,andAareaimedatimprovingthefunctioningofthelabormarketby:
