AnEvaluationofChoicesandChanges:AnEconomicsProgramforAt-riskStudentsJaneS.LopusCaliforniaStateUniversity,HaywardThereiswidespreadagreementthateconomicunderstandingisimportantinorderforpeopletobeproductivecitizensandworkers.Thereislessagreementabouthoweconomicsshouldbetaughtandwhatconceptsshouldbeintroducedatwhatgradelevels.Sincemanypeopleperceiveeconomicstobeadifficultandabstractsubject,theymayviewwithscepticismsuggestionsthatitshouldbetaughttoveryyoungstudents,especiallythoseidentifiedaslikelytobecomehighschooldropouts.However,teachingcertainaspectsoftheeconomicwayofthinkingtotheseat-riskstudentsinelementaryandmiddleschoolsmayhelpthemreachtheirfullpotentiallateron.ChoicesandChangesisasetofinstructionalmaterialsinitiallypublishedbytheNationalCouncilonEconomicEducation(NCEE)in1992.Dividedintofourgrade-levelunits,itwasdesignedtoteacheconomicdecision-makingskillstostudentsingradestwothroughnine.Aprimarygoaloftheprogramistoencouragestudentstochoosetostayinschoolandtolaterbecomeproductivemembersoftheworkforce.Therationaleisthatifstudentslearnabouttheirroleintheeconomyandtheirabilitytoaffecttheirownfuturesatanearlyage,theywillbelesslikelytodropoutofschool.ThispaperreportsthefindingsofastudyconductedontheeffectivenessoftheChoicesandChangesprogramwithfourclassesofstudentsintheLosAngelesareaduringthe1993-1994academicyear.Resultsindicatethatbothstudentknowledgeandstudentattitudesabouttheirroleintheeconomyimprovedsignificantlyasaresultoftheprogram,despitethefactthattheschoolsinvolvedinthestudywereamongthemosteconomicallydisadvantagedinthearea.ThestudyalsofindsthattheChoicesandChangesprogramisequallyeffectivewiththeSpanish-speakingandEnglish-speakingstudentsinthesample.
