JournalofPrivateEntetprise,VolumeXXIII,Number1,Fall2007LimitedGovernmentandEconomicGrowthinBotswanaScottA.BeaulierBeloitCollegeJ.RobertSubrickJamesMadisonUniversityThe"Africangrowthtragedy"bestdescribestheeconomicexperienceofsub-SaharanAfricasincethe1970s(EasterlyandLevine1997).Inmanycountries,theoveralllevelofincomepercapitahasnotincreasedbeyondthelevelsofincomeatindependence.Corruptionandexcessivegovernmentalinterventionintotheeconomyplaguethesecountries.LikemostAfricancountriesemergingfromcolonialism,Botswanawasanextremelypoornation.UnlikemostotherAfricancountries,Botswanamanagedtoescapeitslowlevelofdevelopmentandprospersinceindependence.Botswanawentfrombeingthethirdpoorestnationintheworldin1965toanupper-middleincomenationtoday.Between1966and1996,itwasthefastestgrowingnationintheworldwithanaverageannualgrowthrateof7.7percent.Unlikeitsfellowsub-Saharancountriesthatchoseanti-capitalist,statistpolicydevelopment,Botswana'sleadersoptedforthepathlesstraveled(atleastinsub-SaharanAfrica)aneconomicandpoliticalsystembuiltaroundtheruleoflawandvoluntaryexchange.Botswana'spoliticalleaderspursuedpoliciesthatsecuredpropertyrightsandlimitedthegovernment'sroleintheeconomy.Asaresult,thecitizensprospered.Botswana'sprosperitydidnotresultfromchance.Post-coloninlBotswanawasanewlyformednationthatwaslargelycommittedtoanideologyofcosmopolitanism,tolerance,andsmallgovernment.AsaScottA.BeaulierandJ.RobertSubrick52
