JournalofPrivateEnterprise,VolumeXXIII,Number1,Fall2007SalmonRecoveryinIdaho:WhatisaBigFishWorth?L.DwayneBarney,Jr.BoiseStateUniversityWithinthewesternUnitedStates,Idahoistheonlylandlockedstatewithachinooksalmonrun.Everysummerchinooksalmon,called"kings"inAlaska,completea900-milejourneyuptheColumbia,Snake,andSalmonRiversystemstospawninthecrystal-clearheadwatersoftheSalmonRiveranditstributaries.Thesalmonrunisoneofnature'smarvels,andanyonethatwitnessesschoolsofthemagnificentfishworkingtheirwayupasmallmountainstreamissuretobeawestruck.Unfortunately,a"tragedyofthecommons"hasjeopardizedthefutureofIdaho'sanadromousfishruns,includingchinooksalmon,steelhead,andsockeye(collectivelycalled"salmon"here).DamsalongtheSnakeandColumbiaRiverhavealsocontributedtothesalmon'sdecline.However,recentdatasuggestthatimprovingtechnologyisincreasinglyabletomitigatedamagetothesalmonfromthedams.Butbeyondthedams,seriousthreatstothefishes'long-termsurvivalresultfromdifficultiesindefiningandenforcingpropertyrightsforthefish.SalmonborninIdahofollowtheSnake,Salmon,andClearwaterRiverstotheColumbiaRiverandthendownstreamtothePacificOcean.Thesalmonspendthemajorityoftheiradultlifeintheocean,enteringfishingwatersofftheshoresofOregon,Washington,CanadaandAlaska.Afterthreeorfouryearsintheocean,theyre-entertheColumbiaRiverforthelongmigrationbackupstreamtospawn.NativeAmericansandsportsfishermenthroughoutthePacificNorthwestvigorouslypursuethesalmonduringtheirupstreamjourney.OncetheyreachIdahoashortsalmonfishingseasonofuncertaindurationoccurs,causingsportsmentoracetoharvestthefishbeforetheIdahoDepartmentofFishandGameannouncesthefishingcutoffdate.CompetinginterestshaveledtoaspiriteddebateregardingL.DwayneBarney,Jr.84
