JournalofPrivateEnterprise,SpecialIssue,VolumeXXII,Number2,Spring2007Libertyvs.PowerinEconomicPolicyinthe20thand21stCenturiesPeterJ.BoettkeGeorgeMasonUniversityEverysemesterstudentsfromthroughouttheworldareintroducedtotheteachingsofeconomicsandpoliticaleconomy.Whatarethefirstthingsstudentslearnastheyentertheworldoftheeconomicwayofthinking?Obviouslytheanswertothatquestionvariesfrominstructortoinstructor(Heyne,Boettke,andPrychitko).Somewillemphasizebehavioralassumptionsandthelogicofchoice,otherswillemphasizeinstitutionalstructureandeconomicperformanceascapturedinnotionsofefficiency;somewillemphasizetheharmonyofintereststhatarereconciledthroughthemarketsystem,whileotherswillhighlighttheconflictofintereststhatresultfrommarketimperfections.Theintellectualbattlelinesinpublicpolicybetweenlibertyandpowerareoftendrawnbasedonthesepointsofemphasisineconomicteaching.Ibelievethatinstudyingthedevelopmentofthehistoryofideasinpoliticaleconomyitisusefultodistinguishbetweenthemainlineofargument,andthemainstreaminthecurrentlyfashionablepracticeofthescience.Themainlineofargumentemphasizesthecorepropositionsthathavebeenarguedthroughoutthehistoryofthediscipline.Mainstream,ontheotherhand,defineswhateveriscurrentlyfashionablewithinthediscipline.Economicsiswhatevercurrenteconomistsdo.TobeamainstreameconomistdoesnotnecessarilymeanthatoneiscomfortablewiththemainlineofargumentfromAdamSmithonward.Themainlineofargumentstressestheharmonyofintereststhatemergesthroughthecompetitivemarketprocess.DavidHumeandAdamSmithemphasizedthisreconciliationpowerofthemarketeconomyinthe18thcentury,J.B.SayandFredericBastiatdidPeterJ.Boettke7
