JournalofPrivateEntetprise,SpecialIssue,VolumeXXII,Number2,Spring2007TheRelationshipBetweenPoliticalandEconomicFreedomReconsideredCliffordF.Thies*ShenandoahUniversityInchapter1ofCapitalandFreedom(1962),MiltonandRoseFriedmanmadetheargumentthat,insteadofbeingantitheticaltopoliticalfreedom,economicfreedomiscompatiblewithpoliticalfreedom.Theirargumentwasreasonable,engagingandaccessibletoawideaudience.Itcameatatimewhenmanyintellectualswereinclinedtobelievethateconomicfreedomrancontrarytopoliticalfreedom.Atthetime,differencesofopinionontherelationshipbetweenpoliticalandeconomicfreedomweredueinparttoalackofmeasurementofthesephenomena.Today,withtheaccumulationofvastdatasetsofmeasuresofpoliticalandeconomicfreedom,itshouldbepossible,empirically,toresolvetheargumentastowhatistherelationship.'Whileitmayappearobviousandwell-establishedempirically,*TheauthorthanksBruceGouldy,MikeHolmes,GaryPecquetandBillWestmillerfortheircommentsonanearlierversionofthispaper.lAsF.A.Hayek(1960,pp.11-21)hasstated,thereareseveraldefinitionsoffreedom.Onemaybedescribedasthenegativedefinition.Thisdefinitionseestheprimaryroleofthestatetobethedefenseofpersonsfromthecoercionofothers.Theotherdefinitionmaybedescribedasthepositivedefinition.Accordingtothisdefinition,thepeoplearefreethroughthestatetodowhattheywouldnotbeabletodoontheirown.Thesetwodefinitionsconflictwhenwhatsomepeoplewanttodothroughthestateimpingesonothers,aswhencollectiveactioninvolvestheforcibletakingofpropertyorthecurtailmentofthelibertyofothers.CliffordF.Thies95
