TheJournalofPrivateEnterprise23(2),2008,65-80ThePotentialofSatellitestoControlPollutionfromMotorVehiclesGregoryB.Christainsen*CaliforniaStateUniversity,EastBayAbstractThispaperarguesthatonboarddiagnosticsystemslinkedviavehicletransponderstosatellitescouldprovidethebasisforamoreefficientandpotentiallyglobalapproachtocontrollingpollutionfrommotorvehicles.Motoristswouldbesubjecttomultipleemissionscharges:(1)aone-timechargewhenavehicleisfirstsold;(2)arecurringchargethatwoulddependonthedistancedrivenduringeachperiodoftime;and(3)anadditionalchargeintheeventofimproperlymaintainedequipmentpertainingtopollutionabatement.Theuseoftranspondersandsatellitesfor(2)and(3)wouldmakeconventionalsmogtestingobsoleteandwouldresultinlargecostsavings.I.IntroductionInlightofrecentdevelopmentsinsatellitetechnology,thispaperdiscussesaprovocativeandpotentiallyglobalapproachtotheburningoffossilfuelsbymotorvehicles.Theapproachraisesseveralquestionsasdoesanyplausibleapproachtomotorvehiclepollution.Thepaperwilladdresssomeofthemoreimportantquestionsinthespaceavailable,butitshouldnotbeviewedasthelastsayonthematter.Rather,itisintendedtobepartofanongoingdiscussion.Duringthelast40years,governmentshaverequiredthatnewvehiclesmeetever-tougheremissionsstandards.However,adisproportionateamountofthepollutionfrommotorvehiclescomesfromoldervehicles(U.S.EnvironmentalProtectionAgency,2000),1andthemorestringentemissionsstandardsfornewvehiclesmake*Thispaperwasoriginallypreparedforthe2007conferenceoftheAssociationforPrivateEnterpriseEducation.Theauthorwouldliketothanktwoanonymousrefereesandtheeditorforhelpfulcomments.Theusualdisclaimerapplies.Formorerecentdata,seeUSAToday,18June2007,Al.65
